Job Summary

Provides management within the estimating team in preparing bids and budgets. Ensures timely and accurate cost estimates and cost analysis are prepared to help the company achieve its goals.

Essential Duties and Responsibilities

Below is a compilation of primary job duties and responsibilities for this role, supplemented by certain supportive tasks.   • Assess project specifications, plans, scopes and technical requirements of bid and budget requests and assign them accordingly to members of the estimating team.
  • Contribute to a company estimating and bid schedule. Evaluate what projects best align with company resources, specialties, and goals.
  • Use historical data and industry benchmarks within the Company’s estimating software to calculate costs for materials, labor and equipment and other resources required for the projects.
  • Be familiar with current labor, subcontractor, vendor, and material supplier costs for the markets and areas where estimated work will be performed.
  • Identify and quantify cost factors (crew size/make-up, production rates, equipment needs, materials, subcontractors, etc.) in estimates.
  • Utilize the Company’s estimating software to produce accurate cost estimates for review by manager.
  • Prepare detailed competitive bids and proposals for clients which may include cost breakdowns, project timelines and schedule of values.
  • Train, mentor, and assist estimators in bid preparation and development within the Company’s estimating software.
  • Collaborate with other project stakeholders and manager.
  • Participate in organizational and regional meetings to provide forecasting on bid opportunities, performance, and industry trends.
  • Collaborate with suppliers, subcontractors, and other vendors to gather pricing information and ensure timely delivery bids and proposals.
  • Evaluate supplier, subcontractor, and vendor bids and proposals for selection and compliance with bid documents.
  • Ensure project cost development contemplates local, state, and federal regulations regarding safety, environmental impact, and permit requirements.
  • Maintain accurate records of all estimates, bids, budgets, and project related documents.
  • Interact professionally and timely with project stakeholders to discuss estimates, cost breakdowns and schedule.
  • Attend pre-bid meetings and job walks.
  • Identify and communicate value engineering opportunities with manager.
  • Understand market trends and competitor pricing.
  • Evaluate how to remain competitive in current market conditions.
  • Participate in post-project analysis to evaluate the accuracy of estimates and identify areas of improvement for future estimates.
  • Evaluate and communicate to manager any potential risks and uncertainties associated with project scopes, costs, and timelines.

Qualifications

  • Education/Experience: Bachelor’s degree in Engineering, Construction Management, or a related field is preferred. A minimum of 5 years of estimating experience in utility construction is required. Underground utility construction experience is a plus.
  • Certificates/Licenses: valid driver’s license in good standings (must be 18 years of age or older to operate a company vehicle).
  • Computer Skills: strong Microsoft Excel skills and proficiency in Microsoft Word, Project, and Outlook. Experience in estimating software (preferably HCSS Heavy Bid).
  • Interpersonal Skills: strong analytical, written, and communication skills. Detail oriented, self-motivated, and coachable. Ability to develop and maintain positive working relationships with other employees, members of management, clients, agencies, and the general public.
  • Leadership: ability to coach and mentor others.
  • Mathematical Skills: ability to complete construction related calculations, take measurements, material quantities, etc.
  • Organization and Planning: ability to read and interpret specifications, permit conditions, and plans and details. Ability to manage individual priorities, work activities, and manage multiple projects at any given time.
  • Problem Solving: ability to use a systematic approach to solve problems and evaluate alternative solutions. Strong understanding of construction means and methods.

Physical Requirements

  • Must be able to read, write, speak, and comprehend English.
  • Hearing adequate to perform job duties in person.
  • Able to communicate clearly in person and over the telephone.
  • Visual acuity adequate to perform job duties and respond to dangerous situations.
  • Frequent bending, reaching, standing, walking, squatting, sitting, pushing, and pulling.
  • Manual dexterity to operate a keyboard and other electronic devices. Repetitive motions that include the wrists, hands, and/or fingers.
  • Able to safely ascend or descend step ladders, stairs, ramps, etc.
  • Adjust or move objects up to 20 pounds in all directions without assistance.
  • May work in areas where hazardous substances are present.

Salary

  • Campbell: $156,200/year – $234,400/year
  • Concord: $153,300/year – $229,900/year
  • Fresno: $142,100/year – $213,100/year
  • Redwood City: $154,200/year – $231,400/year
  • Stockton: $145,400/year – $218,000/year
