Kevin Kelly
Kevin is a seasoned leader in the underground construction industry, and has served West Valley Construction’s employees, clients, and partners for 45 years. In addition to being CEO and President, he holds the role of Chairman of the Board of Directors and leads the Executive, ESOP Administrative, Compensation and other committees. Kevin’s journey with West Valley Construction began at just 12 years old, when he started working after school and during summers in the shop and yard in Campbell, California. He decided from then on that he wanted to spend his career with West Valley. As President and CEO, Kevin is a champion of building it right and responsible for driving the company’s vision, creating a positive working atmosphere, and a culture of giving back to those in need in our communities. Kevin graduated with a degree in Business Management from CSU Chico.
Kevin is married and has three daughters. As a family they enjoy time together and participate in many outdoor adventures.
Jeff Boss
Jeff has been with West Valley Construction for over 30 years, steadily advancing in management roles to his current position as Chief Operating Officer. He is also a key member of the company’s Executive Committee and serves on the Board of Directors. Jeff is responsible for providing management direction and oversight for all operations, divisions, and departments. His role is crucial in ensuring the company achieves its mission and both short- and long-term goals. Jeff oversees the annual general contracts for California Water Service, San Jose Water Company, AT&T, PG&E, and various cities and special districts. His extensive experience in pipeline, field engineering, and value engineering has saved our customers millions of dollars. Jeff graduated from CSU Chico with a degree in Economics.
Jeff enjoys spending time with his wife and three daughters, often outdoors exploring the West Coast.
Mark Rodriguez
Mark brings 25 years of experience in accounting and finance, for both private and public companies in the high tech, construction, and retail industries. He has spent the last decade with West Valley Construction. A member of the Executive Committee and Board of Directors, Mark is responsible for all financial reporting, analyses, budgets, treasury functions, corporate records, and ESOP oversight for the company. He has a crucial role in the strategic planning process, managing the annual budgeting cycle, providing monthly and annual reporting of results to plan, and offering guidance to operating divisions in their planning process. He works cross-functionally with all company departments, providing financial advice and knowledge to other leaders in the organization. Mark holds a B.S.C. in Accounting from Santa Clara University and completed the Stanford University Graduate School of Business, “Emerging CFO” Executive Education program.
Mark’s out-of-office life is never dull, and he is often off on adventures with his wife and four daughters.
Brad Bosomworth
With more than 35 years of legal expertise, Brad worked extensively with West Valley Construction as outside general counsel for twenty years before joining the company as Chief Legal Officer and Executive Committee member in 2020. Brad is responsible for providing companywide legal advice, guidance, support, and counsel on all legal matters and implications. He also provides crucial insights into the development of corporate policies, procedures, and programs. As a member of the ESOP Administrative Committee, Brad plays an important leadership role in the governance of the ESOP program, and has instilled the value of being an employee-owner to both new and tenured employees. Brad completed his undergrad degree in marketing at University of Oregon, and graduated Magna Cum Laude from the Santa Clara University School of Law.
Fly fishing on the Green River in Wyoming is one of Brad’s favorite ways to relax. He and his wife also treasure time spent with their three granddaughters.
Jasmine Cuffee, PE, QSD
Jasmine has over 28 years of experience in the design of public works improvement projects. She specializes in site design, storm drain, water, reclaimed water, sanitary sewers, and roadway design, and has managed engineers for two decades. At West Valley Construction, Jasmine’s responsibilities include overseeing the Engineering division and client relations, along with establishing and implementing quality control standards, processes, procedures, innovation, community relations, and coordination with various agencies. A licensed engineer in multiple states, Jasmine has completed extensive training and encourages fellow West Valley Construction employee-owners to be continuous learners. She is President of the North Bay Engineers Club and involved in numerous other engineering, design, and construction associations. Jasmine graduated from the University of California, Davis.
Jasmine enjoys seeking out new adventures, both locally and internationally, and experiencing and unique customs, cuisines, ways of life, and ideas related to infrastructure and engineering. She loves spending time with her four children and grandchild, and exploring the great outdoors cycling, hiking, running, or at a beach.
Jeanette Galbraith
Jeanette brings 15 years of experience in underground construction and employee-owned companies to West Valley Construction. She is chiefly responsible for shaping and executing human resources strategies that align with organizational goals. This includes the development and implementation of legally compliant human resource policies, procedures, and best practices, as well as driving workforce planning, talent acquisition, and employee development initiatives. A member of the Executive Committee and Board of Directors, Jeanette collaborates with leadership to develop and implement initiatives that enhance employee engagement and ESOP participation. Jeanette graduated from Cal State Long Beach with a B.S. Degree in Health and Human Services.
Jeanette is a dedicated soccer enthusiast, having developed her love for the sport through over a decade of watching her son play both club and collegiate soccer. She is a passionate supporter of Liverpool FC and enjoys the ocean, coral reef aquariums, and cherishing time with her family.
Darren Phelps
Darren provides executive leadership and support for all construction operations throughout the Central Valley of California. He brings 28 years of experience managing a wide range of customers, projects, and programs, including sanitary sewer, water, storm drain, jet fuel, and micro-tunneling projects with varied levels of scope and complexity. Darren is focused on providing safe, innovative, and “best value” solutions to fit customer needs. He is also instrumental in developing the future leadership of the company, while serving on the Board of Directors. Darren graduated from Chico State University with a B.S. Degree in Marketing, and a minor in Economics.
Darren loves being in the outdoors, and likes to hunt, fish and play golf. He can also be found traveling to sporting events to support his three kids throughout California and beyond.
Mike Renn
With more than 20 years of experience managing water, storm, sewer, dry utilities, gas, and electric projects, Mike brings deep knowledge of customer needs to West Valley Construction. Mike directs operational functions and develops related programs, policies, and processes for a significant segment of the organization. Additionally, he oversees day-to-day operations and talent management. Starting with the company as an intern, Mike has moved into roles of increasing responsibility including being appointed to the Board of Directors and Executive Committee. With a team oriented and problem-solving approach, he is devoted to developing and strengthening future leaders. He graduated from Cal Poly, San Luis Obispo with a B.S. Degree in Construction Management.
Mike is dedicated to quality time with his family, more often than not outdoors in the mountains or on a lake.
Darin Preisendorf
With more than 25 years of construction experience, Darin has strong expertise in estimating and managing underground construction projects including wet/dry utilities, land development and heavy civil construction in both public and private markets.
His diverse experience allows him to provide customer satisfaction through innovative solutions, cost-saving methods and attention to contract detail and budget management. Darin directs operational functions and develops related programs, policies, and processes for a segment of the organization. Darin serves on the Board of Directors.
Darin’s three teenagers keep his weekends booked with sporting and social events.
Phil Baiardo
Phil Baiardo brings 20 years of construction management experience in underground utilities, with extensive expertise in project delivery, client collaboration, and team leadership. At West Valley Construction, he has played a pivotal role in mentoring his team, sharing his in-depth knowledge of water infrastructure—including sewer, storm drainage, and hydronic piping—and gas and electric systems, while excelling in positions of increasing responsibility. As Division Manager, Phil oversees and manages the Redwood City operations, ensuring projects meet or exceed customer expectations. He holds a B.S. in Industrial Technology from Cal Poly, San Luis Obispo.
Outside of work, Phil enjoys spending time with family and friends and travelling.
Bill Kieren
With 15 years of dedicated service at West Valley Construction, Bill Kieren specializes in underground construction, focusing on wet utilities. His extensive experience with the San Jose Water Company includes leading capital improvement pipeline projects, pump stations, and special initiatives. Bill has also managed numerous projects for California Water Service in a leadership capacity. In his role as Division Manager, Bill oversees operations in Campbell and Salinas, ensuring seamless project execution. He earned a B.S. in Construction Management from Chico State University.
On weekends, Bill enjoys spending time with his wife and two children, attending sporting events, school activities, and social gatherings. He and his family also love outdoor adventures in the Sierra Nevada and along the California coast.
Daniel Lynam
With more than 15 years at West Valley Construction, Daniel’s career is rooted in underground construction, with a focus on dry utilities. His expertise spans partnerships with PG&E and AT&T, where he has successfully executed projects ranging from PG&E Rule 20A designs and installations to AT&T underground infrastructure development. He is also skilled in estimating and managing private-sector projects. As Division Manager, Daniel oversees operations in Hayward, driving project success and operational efficiency. He holds a B.S. in Civil Engineering from San Diego State University.
Daniel loves spending quality time with his family at the lake and is frequently seen at the baseball field, coaching his two sons.
Erica Dessenberger
Erica is a licensed CPA with a strong background in audit and financial reporting and over 10 years of accounting experience. As the Controller at West Valley Construction, she oversees all accounting operations, including the development and maintenance of internal controls, financial reporting, budgeting, forecasting, and comprehensive financial analysis.
A collaborative team player, Erica excels in organizational, interpersonal, and communication skills, which she uses to build high-performing teams that consistently achieve their goals. Her current team is a testament to her leadership and effectiveness. Erica earned a BA in English Language & Literature from the University of California, Davis. In the mid-2010s, she shifted her career focus to accounting, successfully completing a Certificate of Advanced Accounting Proficiency at Santa Clara University in 2016 and earning her CPA license in 2020.
When she’s not working, Erica can be found playing games online, attending her weekly Bad Movie Club, or taking her senior dog, Kermit, for long walks around the neighborhood.
Ryan Haas
Ryan brings over 11 years of experience in Information Technology to West Valley Construction, working closely with teams across the company to implement and execute our technology strategy. He focuses on enhancing productivity, security, efficiency, and profitability, all while supporting the company’s growth, operational goals, and core values. His dedicated IT team protects company and customer data, while delivering flexible technology solutions that meet the needs of every department. He is continually inspired by how every employee-owner contributes to the company’s mission and direction. Ryan holds certifications from Microsoft, CompTIA, Cisco, and EC-Council. He graduated Summa Cum Laude from Champlain College with a B.S. degree in Computer Forensics & Digital Investigations.
Outside of work, Ryan enjoys spending time with his wife and their two English bulldogs, traveling, working out, and staying informed on the latest technology trends.
Meggie Hollywood
Meggie is an energetic, results-driven marketing and communications leader, with 20 years of experience in the construction industry. As Director of Marketing & Communications, Meggie led the evolution of the company’s brand identity and narrative voice, and provides creative direction across web, social media, and newsletter platforms. She also spearheads internal communications strategies to inform, engage, and inspire our employee-owners to strengthen their experience and connections. Professionally and personally, Meggie is driven by purpose and impact, and encourages others to be the change they’d like to see in the world. She is enthusiastic about the genuine care West Valley Construction has for doing the right thing for each other, their clients, and their communities. Meggie is a graduate of University of California, Santa Barbara with a B.A. in Communications.
On weekends, you can find Meggie and her husband (also in construction) chasing their three young daughters around the playground, farmers market, or various sporting events across the Bay Area.
Amy Paolercio
Amy is a seasoned leader, who is skilled at driving a safety-first culture through direct leadership of safety programs and professionals. She is responsible for the development and execution of the company’s safety program, ensuring it operates at optimal levels to provide safe and healthy work environments for all employees. During her tenure, she has delivered measurable results, including safety record improvements, team member retention, and process optimization. Amy is active at middle and high schools, introducing construction as a career to many teenagers, and has also shaped programs to bring more women into construction. She is a graduate of Cal State University Bakersfield.
Amy loves spending time on the softball field, adventuring with her two dogs, growing tomatoes, fixing up her 1908-built home, or whipping up new recipes to share with family and friends.
